I've written a definition of crossovers and fusions that goes like this:

For the purposes of this exchange, if you would tag a work as ___ AU, it's a fusion. Otherwise, it's a crossover.
In other words, the difference between a crossover and a fusion is the difference between a fic set in a coffee shop and a fic set in a coffee shop AU. In the hypothetical Coffee Shop Fusion, the roles of the characters change to fit the setting. In the Coffee Shop Crossover, the characters are the same... but they're in a coffee shop.
